A special session of the Congress was held under the leadership of Lala Lajpat Rai in Calcutta on September 4, 1920 to decide upon the momentous issue of Non- Cooperation. Discussions were held on the Khilafat question, the Government’s failure to protect the innocent people of the Punjab and punish the British officers. The leaders decided that the only way to vindicate the national honour was to establish Swaraj through the policy of Non-Cooperation.
