First, extremists evicted from Indian National Congress since 9 years re-entered in Congress and second, the agreement between Congress and Muslim League. Both Annie Besant and Tilak tried their best to make a compromise With the moderates for re-establishing the unity within the Congress by taking the extremists back into Congress. Their efforts soon delivered success and at the annual session of Congress in December, 1915, it was decided that extremists would be allowed to rejoin the Congress.
