The first Lokpal Bill was for the first time presented by Mr. Shanri Bhushan during the fourth Lok Sabha in 1968 and was passed there in 1969. Subsequently, Lokpal bills were introduced in 1971, 1977, 1985, 1989, 1996, 1998, 2001, 2005 and in the year 2008, but could never pass. The need for Lokpal or 'an ombudsman got a definite shape and structure with the passing of the Lokpal and Lokayuktas Bill, 2013. The Act provided for Lokpal at the center having jurisdiction of trying cases of corruption against all Members of Parliament and central government employees. The Lokayuktas have functions similar to the Lokpal, but they function on a state level. The office of the Lokpal and Lokayuktas deals with charges of corruption against any public official and includes the office of the prime minister of the court but with reasonable safeguards.
