At the end of the World War I, the British Government formulated a scheme of reforms which was known as the Montague- Chelmsford Reforms. It was embodied in the Government of India Act, 1919. While the Congress at its session held in Bombay in 1918 under the Presidentship of Hasan Imam condemned the proposals as disappointing and unsatisfactory, the Moderates found them to be acceptable and formed what is known as the Indian National Liberal Federation. The Liberal leaders disassociated themselves from the Congress and declared that the reform was as a great Constitutional advance even without any modification and extended its support to the Government to make them a success.
