The Government of India Act, 1919 made a provision in its Part V, that a statutory Commission would be set up at the end of 10 years after the Act was passed which shall inquire into the working of the system of the Government. The Simon Commission of 1927 was an outcome of this provision. All Party Conference presented Nehru Report. The Simon Commission Report and three sessions of Round Table Conference in 1930, 1931 and 1932 respectively, made their recommendations which were embodied in a White Paper published in 1933, which was considered by a Joint Select Committee of the British Parliament were the baseline of the Government of India Act, 1935.
