Rowlatt Act was passed in year 1919 in the viceroyalty of Lord Chelmsford. During his rule, Home Rule Movement was launched by Tilak and Annie Besant in 1916. During his viceroyalty, the famous Jalianwala Bagh Masacre was held on April 13, 1919 and also appointment of Hunter Commission to probe Jalianwala Bagh Masacre on October 19, 1919.
