Lord Wavell, the then Governor General of India to (or “intending to”) resolving the deadlock in Indian politics set forth his Plan in the year 1945. Wavell summoned a conference at Shimla on 25 June 1945 with following proposals :
(a) Formation of Interim Government before proceeding for work of framing Constitution
(b) Balanced representation of communities
(c) All member of Central Executive barring Governor General and Commander in Chief were to be Indian.
(d) Defence of India was to be in hand of British General.
